Washing Machine/Dishwasher drain outlet

Hi all. I've just moved in to a brand new apartment and the drain outlet looks a bit weird from what I am used to. I've attached a picture of the thing that I believe is supposed to be for the draining pipe, but I am not sure how to use it. The plastic "cap" thing seems very secure and I don't want to risk breaking anything. Any help would be appreciated.บาคาร่าออนไลน์
